 The Kauai smoke-free ordinance was conceived in 2002 and enacted Jan. 1, 2003. The Coalition spent many hours meeting with Kauai County Council members, the public and among ourselves to craft the best bill possible at the time. The result of these efforts is a bill that bans smoking in all restaurants and workplaces with 5 or more employees per shift.
